Vermont Health Care Reform Overview
The Vermont Legislature took the first step toward a universal publicly financed health care system when on May 26. Governor Peter Shumlin signed his health care reform bill, H.202.
The immediate impact of the bill will be to establish the Green Mountain Care Board to oversee cost containment strategies and the Vermont Health Benefit Exchange to help achieve universal insurance coverage, as required under the federal Accountable Care Act (ACA). In addition, the bill anticipates the possible evolution of the Health Benefit Exchange into Green Mountain Care as the state’s publicly financed health care system for all Vermonters.
