     Minutes of the Executive Committee Meeting

June 20, 2003

 

Members Present:  Drs. Barton, Emmons, Kalibat, McMains, Siegel, and Weker; and Ms. Block.

 

Guest Present: 

 

Minutes:  The minutes of the January 2003 and February 2003 Executive Committee Meetings were approved.

 

 

Announcements: 

 

1.         VPA calendar for the upcoming year (tentative):

 

1.    Friday, July 18:  Executive Committee Luncheon (12 noon) at the Main Street Grill and Bar in Montpelier followed by a meeting at 1:30 p.m. at the VMS, 134 Main Street

 

2.    Thursday, August 28:  VPA Dinner with Marcia Goin, M.D., APA President, in Middlebury: exact time and location to be determined

 

3.    Friday, September 12:  UVM resident luncheon and Executive Committee meeting, FAHC, Burlington

 

4.    Saturday, September 20, afternoon:  Risk Management training session in Burlington for VPA members

 

5.    Saturday, October 18:  VPA Annual Fall Meeting in conjunction with Vermont Medical Society Annual Meeting (October 17-18), Woodstock: CME presentation on Opioid Dependence

 

6.    Friday, November 21:  APA Legislative Training Day, co-sponsored by VMS

 

7.    Friday, December 12:  Executive Committee Meeting, possibly at Dartmouth-Hitchcock Medical Center in conjunction with DHMC residents

 

8.    Thursday, January 22, 2004:  VPA Dinner Meeting, Burlington


 

9.    Friday, January 23:  Bruce Gibbard Lecture and Memorial Award, followed by lunch

 

10.                        Friday, February 20:  Executive Committee meeting, Montpelier

 

11.                        Friday, March 19 (or 26):  VPA Annual Meeting, Stowe, followed by Area I Council Meeting Cocktail Party and Dinner

 

12.                        Friday, April 17:  Executive Committee meeting, Montpelier

 

13.                        Thursday, May 20:  Risk Management training session in Bennington for VPA members followed by a dinner meeting

 

 

Reports:   no reports were presented

 

 

Old Business:

 

2.         VPA By-laws:  Ms. Block updated the status of VPA=s by-law update process to make them compatible with the APA.

 

 

New Business:

 

3.         Membership Input into VPA Executive Committee Decisions:  Dr. Emmons suggested the utility of a mechanism for getting input from inactive VPA members on important Executive Committee decisions. The Committee enthusiastically supported the idea and Dr. Emmons= willingness to take on the function.

 

4.         Pharmaceutical Gifts to Vermont Psychiatrists:  Dr. Emmons presented the heightened intensity of pharmaceutical marketing efforts directed towards physicians. He proposed that the Executive Committee promulgate a suggested policy around this issue and presented a rough draft. The Executive Committee will deliberate and prepare a final policy on this topic.

 

5.         Bruce Gibbard, M.D. VPA Award:  The Executive Committee decided to present this award in conjunction with the Gibbard Memorial Lecture, which the UVM Department of Psychiatry has scheduled for Friday, January 23, 2004 during the grand rounds time slot from 10:30 - 11:45 a.m. The Executive Committee designated Dr. Siegel as the chair of the committee that will determine the award recipient and considered how the committee would be constituted.

 


 

6.         Welcome Back Award:  Dr. McMains reported that Rep. Anne Donahue, who won this national award, elected to divide the proceeds among organizations that participated in the Fletcher-Allen psychiatric advocacy; she donated $500 to the VPA. The Executive Committee has thanked Rep. Donahue and considered how to apply her donation towards acknowledging the efforts of mental health patient advocates. Ideas include:

 

1.    Funding a joint activity with patients/advocates

2.    Inviting patient/advocates to attend the VPA Executive Committee meeting

3.    Funding a training session for patient/advocates in legislative advocacy

4.    Honoring a legislator who has advocated for Mental Health

5.    Establishing a reserve fund to grant a future award

6.    Awarding a non-psychiatrist who has made an outstanding contribution to the welfare of the psychiatric patient community

 

The meeting was adjourned.
