Minutes of the Executive Committee Meeting O=s Restaurant, Burlington February 20, 2003
Members Present: Drs. Atkins, Barton, Bernstein, Danielson, Edwards, Fassler, Graves, Kalibat, Keller, Lesak, Lopez, McMains, Newhouse, Novas-Schmidt, Payson, Pellitier, Rabinowitz, Rawat, Schultz, Siegel, Van Buskirk, Waterman, Weker, Wilmuth; and Ms. Block.
Guest Present: Deborah Black, M.D.
Honoring of APA Profiles in Courage Award Recipients: Dr. Siegel introduced the four VPA members of the APA=s Profiles in Courage Award: Richard Bernstein, M.D.; Paul Newhouse, M.D.; Terry Rabinowitz, M.D.; and Scott Waterman, M.D.; for their exceptional efforts on behalf of preserving the integration of Fletcher-Allen=s psychiatric unit in the medical center.
Minutes: The minutes of the January 2003 Executive Committee Meeting were not reviewed.
Announcements:
1. Membership Dinner Meetings: The VPA has scheduled a series of dinner meetings over the course of the year. One remaining meeting is scheduled for:
1. The Alden Country Inn in Lyme, New Hampshire on Thursday, April 24.
The dinner meeting is scheduled for 6 p.m. Members and non-member psychiatrists interested in attending either of these meetings are asked to RSVP to Jessa Block by e-mail at: jblock@vtmd.org or by phone at the VMS.
2. VPA Annual Meaning: The date of the annual spring meeting has been set for Saturday, April 5 at the Mist Grill in Waterbury. Deborah Black, MD will be presenting a lecture on ANeurobiology of Hysteria.@
3. Area I Early Career Psychiatrist Deputy Representative: candidates are being sought to run for this position. Any psychiatrist within three years of completing residency is eligible. Any VPA member interested in being considered for this position should contact either Dr. Weker or Dr. Siegel. The deadline for consideration is March 1.
4. HIPAA Training: The VMS has been sponsoring a series of HIPAA training seminars around the state. The next training is being hosted by the Washington County Medical Society on February 25. Ms. Block reported that the model forms presented will be posted on the VMS web site.
5. APA Art Association: Dr. Barton is president of this association. She invited VPA members to become involved at the APA annual meeting.
Reports:
6. Legislative Report: Dr. Fassler indexed four bills of particular import: 1. Health care reform legislation, including H. 128, which proposes to revamp the Certificate of Need (CON) process. 2. Ritalin control legislation: Drs. Fassler and Weker will be meeting with legislators tomorrow to point out the non-constructiveness and redundancy of the proposal. 3. Medical marijuana legislation: Dr. Fassler reported that many physicians, oncologists in particular, have advocated for legalizing what in fact is an extant practice. The Executive Committee voted to support this legislation last month. 4. Death with Dignity: the executive committee supported this proposed legislation in principle last month.
Old Business:
7. Fletcher Allen Health Care Psychiatry: Dr. Fassler updated the planning process for FAHC inpatient service. He reported on the favorable rapport in which psychiatric services are now held and the recent submission of a CON application for a proposal developed by the mental health task force. Dr. Bernstein commented on the constructive functioning of the process and commended the stewardship of Robert Pierratini, M.D.
New Business: no new business was presented.
