VERMONT PSYCHIATRIC ASSOCIATION October 23, 2004
Members Present: Drs. Danielson, Deppe, Kalibat, and Weker Minutes: The minutes of the September Executive Committee Meeting were accepted.
Announcements: 1. VPA Executive Committee Meeting Schedule for 2004-2005 (tentative):
1. Friday, November 19: 1:30-4:30 p.m. at Vermont Medical Society, Montpelier 2. Thursday, December 16: Dinner Meeting (Upper Valley region; specific location to be determined) 3. Friday, January 21: 1:30-4:30 p.m., VMS, Montpelier 4. Friday, February 18: 1:30-4:30 p.m., VMS, Montpelier 5. Thursday, March 17: Dinner Meeting (southern Vermont; specific location to be determined) 6. Saturday, April 16: Executive/Annual Meeting (location to be determined)
2. Jessa Block, VPA=s executive assistant, will be attending a meeting for APA District Branch executive staff in Washington in early November.
3. Newsletter: Dr. Deppe asked that those involved in committee or other activities of interest to write stories for the newsletter. November 10 is the deadline for submissions.
Reports: 4. Assembly Representative report: Dr. Weker reported on the October 2 Area I Council Meeting in Concord, NH. A full report will appear in the upcoming VPA newsletter. Dr. Weker reported on the dispute between the APA central office and the Texas DB over developments in the reorganization of that District Branch that may not comply with APA by-laws. An APA panel will attempt to mediate the dispute.
Old Business: 5. VSH Advisory Group: This group was mandated by the legislature to consider plans for replacing the current VSH structure and function. The group published a report on October 15 explicating three models:
1. A 30-bed unit on a general hospital campus; 2. Two smaller units, one each in the southern and northern halves of the state; 3. Multiple smaller units around the state.
Dr. David Fassler has represented the VPA on the advisory group. Anyone wanting further information or wishing to provide input may contact Dr. Fassler.
6. VPA Membership: The VPA is in the process of putting together a directory. Anyone with suggestions about the content or format of the directory should contact Jessa Block.
7. Act 129 Committee: The VPA continues to seek a representative to this committee. The committee provides a forum for discussing issues and access problems with the mental health managed care carveouts. It meets every other Thursday in Montpelier (alternating between a morning and afternoon). Dr. Kalibat has been representing VPA in the interim.
New Business: 8. Legislative Agenda for 2005: The Executive Committee began to consider possible issues of legislative interest in the next Vermont Legislative Assembly.
